Torture, Sadistic Officials and Fighting Corruption.

Based on my records and few nations reports : The number of filed cases of Corruption, HR Violations, Degradation and Ill_treatment says there are thousands of victims of Torture, Negligence, Indifference and Sadism.

I emphasize on " filed" cases only.

Logically and based on my theory there hundreds of ( HR Violators, Corrupt Indifferent and Sadistic Officials) are *daily * producing more traumatized victims of Torture and up to date :

They were not prosecuted according to International nor National Torture Prohibition Codes.

They were and still able to evade prosecution.

They aren't exposed yet.

I emphasize on daily.

Logically this means there are hundreds of Cruel Sadistic Ignorant Irresponsible Officials ( who compose a threat to society, must be isolated from civilians, can't even be trusted to guard convicted killers) not only within Societies and civilians in fact they are still running :

Offices in direct contact of Innocents.

Offices responsible for Protecting Humanity, Serving Societies and Leading a Nation.

Offices working on Protecting HR and Fighting Corruption.

Offices working on Isolating and Prosecuting Brutal, Cruel, Ignorant, Corrupt, Sadistic and Negligent officials and violators.

To fathom this study and the danger composed by * hundreds * of Brutal, Ignorant, Cruel and Negligent Sadistic officials in governmental offices one must fully fathom the fact that " most" of the world most dangerous criminal organizations are composed out of less than ten members and such organizations are not in need of more ( Connections, Sadists, Brutality, Conflict of Interest, Strings, Ignorants, Impunity, Cruelty, Bribery, Corruption, Violators nor Offenders).

Logically it is impossible to fight Corruption, Civil Rights Deprivation and HR Violations or even put an end to the Intellectual Status behind HR Violations and Corruption without Isolating and Eradicating such Indifferent Sadistic_Negligent Intellectual Status.

Personal Note : * Early Detection of willingness to commit an act of torture shld be a priority*.

Personal Note : * Generally, I believe Penal Codes, Indictment and Prosecution shld depend on the number of victims and level of harm that can be caused by a violation instead of the type, motive and intent*.

I emphasize on "can be".

Again I also believe It is irrational for a government or a Party to Suspend, Remove, Relocate or Force (corrupt or ignorant or reckless or sadist officials) to Resign  because they can't be trusted to ( run an office or handle files or even guard Killers and Rapists) then the same Party wld allow them to return to be a civilian and trust them to remain among (Innocents).

The real disaster is the fact that the real number of Corrupt, Sadistic, Ignorant and Inconsiderate officials protected and defended by Tunisia's Law Enforcement Syndicates or Advocacy, Syndicates, Corrupt Ministers, Corrupt Representatives, Corrupt Presidents in most third world nations and in Tunisia in particular is Catastrophically larger than hundreds if not thousands.

I emphasize on larger.

For the record this study, subject and theory are about :

(Tortuous_Sadistic_Negligence), ( Its Nature which I believe is more dangerous than criminality and crime) plus the need to isolate it out of civilization.

As well as the ability of civilians to comprehend what does * ( Governments and Competencies)'s Awareness Level had produced a Catastrophic Number of Negligent Sadistic Ignorant Officials, Who lost Civility, Impossible to Rehabilitate and can't be trusted nor qualified to guard killers and rapists are filling governmental offices, among civilians and in contact with civilians each and everyday*.

Because I am a Law Abiding Citizen

Truth, UNHRC, Geneva's CAT, Nation's Criminal and Civil Codes.

Governmental Duties and Awareness of Negligence and Torture.

I believe The most dangerous policies practiced by any Pro_Peace and Liberty nation is not using ICC and Geneva's CAT articles and codes during Investigation and Prosecution of cases of :

( Corruption, Oppression, Abuse of Power, Negligence, Torture and other internal matters).

( Violations committed by its officials abroad).

Same way nations use Treaties, ICC and Geneva's CAT texts in the prosecution of War Criminals, Terrorism, Dictatorships and Boycotting States Labled enemy. In other words it is irresponsible and illogical for a nation of Well Developed and Advanced Level of ( Intellectual Status, Awareness, Visionaries, Moderation, Civility, Democracy, Liberty and Justice) to intervene in a foreign brutal nation, oust and prosecute cruel brutal ( Dictators, Sadistic Officials). Because the cruel officials, their sadistic Intellectual Status and their Irrationality composed a threat to :

Its own Civilians.

Developed Nations's National Security, Civilians and Sovereignty.

World Peace, Human Rights, Democracy, Civilization and Humanity world wide.

To a level the Developed Nation does not extradite nor remove anyone not even criminals to such brutal nation nor in to the custody of cruel brutal afficials as most Treaties state. Yet same Developed Nation tolerates Sadism, cruelty and torture acts committed by its ( Corrupt, Negligent or Sadistic officials) nationally or abroad and can be satisfied by their Suspension or Warning instead of prosecuting them according to ICC, UN, Constitutional and Torture Prohibition  Codes. Plus allow them ( after being convicted or disciplined for committing acts of torture) to :

Rejoin civility and civilization.

Associate with Civilians.

Run for and hold governmental high offices.

In fact trust them to serve and secure the lives of millions of innocents.

Personal note : * I believe Torture itself is not the issue but the willingness to commit an act of torture does matter*.

Personal note : * I believe anyone who " cld" be convicted by Geneva's CAT codes shld be isolated from civilians* I emphasize on "cld".

Personal note : * I also believe  government shld construct a Public Data Patterns Base contains the list of all officials accused or convicted of committing acts of torture ( by definition )* which "must" include negligence.

Unfortunately I believe regardless if these policies were the products of ( Political Pacts, Reforms or a Party Political efforts to please a group) , such policies are not in the best interest of the people nor humanity. Unfortunately reality, history and experience all say and prove that such policies damages are Catastrophic, * Uncontainable * and Irreversible.

Unfortunately I believe these nations are *too* blinded to see the fact that wherever these practices are found there are :

Racism and Extremism.

Sadistic Crime.

Social Disasters.

Political or Physical Slavery.

*International Crime*.

Organized Crime.

Hate Crime.

Governmental Corruption.

Oppression and HR Abuse.

Minorities Marginalization.

Other issues that fundamentally Touch Nation's Security.

Legal Analysis of "Torture and Sadistic Officials"

Under all National and International Laws and Treaties, in particular Asylum's Policies, UNC, CAT and ICC :

Torture ( by definition Severing or Minor Degrading treatment or Negligence) is considered a crime against humanity ( by definition) and sometimes war crimes ( by definition).

Torture is an unforgivable crime.

All who were convicted of committing torture acts were sentenced to beyond life in prison without possibility of parole.

These Laws and Treaties mean :

Not a *Thing* , including convicted criminals, shld be entrusted or even extradicted into the custody of Officials and Sadists accused of torture nor into the custody of an institution nor a nation accused of Cruelty or Human Rights Violations.

Officials and Sadists who violated CAT were ( Indoctrinated, Ignorant, Lack Consciousness ).

Officials and Sadists who violated CAT were usually of ( Sadistic Negligent Savage very Intellectually and Psychologically Contagious Intellectual Status).

Officials and Sadists who violated CAT were usually of ( Sadistic Negligent Inhumane Rationality) * far * more dangerous than the Rationality of serial killers, rapists and terrorists.

In other expression International Laws and Treaties imply Officials and Sadists who violated CAT :

Lost their Humanity, Civility and Civilian Status.

Aren't qualified to serve humanity nor be a member of a civilization.

Do compose a threat to civilians and * eventually to their Group*.

Shldnt acquire any position that can be used to contact civilians or * be in contact* with civilians.

Shld not be even trusted to guard prisoners as killers, rapists and terrorists.

Shld be stripped out of most rights enjoyed by innocents.

Personal notes : * Committing an act of Torture means lack of commitment, consistency and few other issues*.

* Without Commitment, one can make many things but not a civilized citizen not even a soldier*.

To fully understand this point in my combined Studies of International Laws, Criminal Psychology * Danger of Torture and Sadistic_Negligence* practiced by many nations :

One must understand that some convicted terrorists, killers and rapists have a chance to be rehabilitated and paroled someday.

Logically ( Prisoners who were convicted of torture acts) aren't different than ( Non exposed suspects) except in the daily rising number of their torture victims.

In other expression and generally : * Officials and suspects who practice ( Torture, Ill_treatment, Cruelty, Sadistic_Negligence) compose a threat to Civility, Civilians, Humanity and Humanitarianism*.

Regardless if they were caught, prosecuted and exposed or (not).

Regardless if they are a Dictator, General, Employee, Citizen, Immigrant, an Institution, Group or a Party.

For the record " My study don't violate nor intended to violate the law concept of ( Suspect shld be presumed innocent until proven guilty), but it lays a very Simple Logical Equation and Concept (* There are victims of Torture, Ill_treatment , Degradation and Negligence " Mathematically it means" there are non exposed officials and suspects who are practicing Torture and Sadistic_Negligence*)".
